Email them with the subject in upper case "VISA PACKAGE OPENED BY DHL BY MISTAKE" or something to that effect to catch their attention. Then in the body describe your situation and ask for direction.

You may also try call the DOS to see if they can't help in some way.

BTW when I activated my visa a couple days ago, the border agent informed me I DO NOT have to activate the visa my first time across. I can use my passport as it is for regular crossings but I just need to activate the visa before the expiry date. I believe this is contrary to what I have read on VJ. So the good thing is at least your hubby has his passport back. Not sure if this helps you or not.

I'm so sorry this has happened to you! I really do think you should wait to see if you are emailed back. Give it two weeks. I'd also contact a congressman to see if they can help you, as well as your POE. The 7 hour drive to Montreal only to likely get turned away at the door would be heartbreaking.

Does anyone know if you could book an infopass appointment in a case such as this?

I would call the POE also. Wow, I can't believe that DHL would open something like that, what gives them the right to open ANYTHING really. Surely, this is not the first Visa package they've delivered. You're not being vindictive at all filing a complaint. Personally, there's no way I could wait two weeks. As a US citizen aren't you allowed to enter your embassy anyway? I'd wait to hear something by the end of the day and then if not I'd prepare to drive down there on the Friday. I'm so sorry this happened to you.

I'm so sorry this happened to you! Ugh, that's awful. This has happened before though, I'll see if I can dig up the other VJ thread. I think she had to return it to Montreal where they resealed it :/

I had a friend who worked for Canada Post and he said he heard a lot of stories about DHL's security being pretty crappy :/

Hi! If I were you, I would call the consulate to verify/clarify/inform them your situation. That happened to me with my yellow envelope. It had a torn part and I was so nervous, didn't know what to do. I called the consulate and the agent said it's nothing to worry about. In your case, better call the consulate, dear, that way you'll have a peace of mind.

I know that Montreal stopped answering its phones but on the website they list and emergency contact number: http://montreal.usconsulate.gov/service/emergency-contact-information2.html Perhaps you might have some success with that?

Tried this number. It is a call center to set up appointments for Visas or to get an emergency passport. They will not give me any immigration information.

Consulate doesn't have a phone number because they stopped answering their phones. It is only information and refers you to go to the website when you call the number. I emailed them twice and said I will get a reply in 10 to 15 business days.

I called POE and they do not have any internal numbers for the embassy. They looked for like 15 minutes and tried to think of ideas. I tried faxing a letter to them to ask them to call me, the fax wouldn't go through. I called DOS, they said to call the Embassy. Which I already did.

I just saw this thread. There's a person who remarks that her package was pretty much completely open by the time she got it. Could you try emailing the Vancouver embassy for advice? Maybe they'll respond quicker, and it's still just 2:30 in the afternoon. Just a thought.

I assume then the POE advised they would not accept it as is?

Here's a response from the MEXICAN consulate with an identical situation. Maybe you can do the same and have DHL send it on their penny!

"Our records indicate that xxxxxx was issued a visa on xxxx. If the visa packet has been opened before it was presented at the port of entry, xxxxxxxx needs to return her documents to our office in order to provide him a new visa packet. Your client may bring the opened packet to our information window . Otherwise, she may submit the packet to our office via courier as per the instructions below.

Please note that the process to submit documents to the consulate has recently changed. Applicants must visit http://mexico.usvisa-info.com to register. They will need to log onto this website using their Passport Number, Date of Birth and Nationality. When prompted to select a Trip Purpose, they should choose 'IV Administrative Processing' and then indicate that they needs to submit additional information by courier. This will allow applicants to register with DHL and choose the DHL site at which they wish to send and receive all future correspondence. After that, they should follow the instructions to submit the requested documents via DHL.

Once the documents have been received in the consular section, the case will be reviewed and the applicant will be notified of the officer’s decision via courier at no extra charge."

I would definitely NOT let that envelope out of my hot lil hands until you have something in writing (ie email) from Montreal verifying what exactly they want you to do. Montreal IS soooo slow responding to anything and God forbid that you have to send your stuff back. Personally, I think getting your congress liaison contact someone there on your behalf is the best route to go.
