Got 221g, for joint sponsor, can my husband file ITR for 2012 on jan 2013 and submit it to consul instead of getting co sponsor coz its so hard to get sponsor. He' s self employed and he know dis year his income will reach the poverty guidelines unlike last year. Do u think the consul will accept it? Thank u for the replies.

Chances are no, unless your husband is now way over the poverty line.

How were his 2010 and 2009 taxes? If they were well over, and the 2011 just a little under, there may be a chance but generally, once they say they want a co-sponsor, that is what they want.
