I am posting on behalf of a friend whose I-751 has been pending for almost a year at CSC and the USCIS response to his congressional inquiry was that background checks are pending. He has not received anything at all since his biometrics - no RFE, no interview call, nothing.

Are I-751 background checks the same as the ones they do for AOS, including the dreaded "Name check" that is responsible for massive delays in some cases?

Has anyone faced undue I-751 delays with the sole reason being pending background checks?

Well if you apply for citizenship that will force the ROC application to be adjudicated.

Tell him to apply for N400 whenever he wants to. He doesn't have to wait. If he is still married he has the right to do it now. that will make USCIS rush and approve the ROC before even the citizenship. Sometimes they will approve N400, and forget about the ROC. Good luck

He will proceed with N400. But I am not sure the N400 approach will work if the sole reason for the I751 delay is a pending background check. This is because they won't proceed with the N400 interview unless the background check is clear.

That's why I was curious to know if anyone had faced I-751 delays solely due to a pending background check. On these boards, I have seen all kinds of reasons for delayed ROCs but not one I can recall that was due entirely to an open, pending endlessly dragging on background check.

Sometimes it gets stuck in the ROC, but just apply N400 and wait for it. Ive seen someone who got approved for citizenship and the I751 is still pending until today just because of the same problem bcakground check is still pending.
