obtaining NBI police report from Manila

Does anyone have direct experience with this? What did you do? Who did you have get you a report from NBI? Did that person need a letter or anything from you in order to get an NBI police background report valid for immigration to the USA?

My fiance gave me one which was over two years old, and for employment not travel abroad. She will need a relative to get one for her and I seem at a loss to explain to my fiance how to go about it.

Any suggestions or advice would be appreciated greatly. Thanks!

My wife got hers approximately three years ago. She lived in Manila and went directly to the NBI office on Taft Avenue.

Now, the NBI clearance can be obtained in many malls, particularly SM, which have NBI offices on the lower levels.

However, she will need to appear in person for this since a current picture is attached to the clearance--this according to my wife. My wife does not believe a relative can be sent to pick this up.

This is sort of what my fiance seems to believe, that they will need her thumb print, her signature, and to take her picture. The old one she had has her picture and thumb prints. It is clearly marked "For local work only, not valid for travel abroad." And is also 2 years old, well outside of the threshold for passing muster at her interview even without the "not valid for travel abroad" stamp...

I have read where others have sent relatives, and believe that is the case. She is living in United Arab Emirates, and has been there almost two years now. Traveling to Manila is not really a good option for her at this point in time.

When someone leaves PI though, then wants to get a visa to the USA, they need to obtain a new NBI report which must be made available in their absence? I hope! That is my understanding of it though.

Surely there must be someone who got their NBI report while out of PI? Hope so anyway, we are in limbo, with our NOA2 a few weeks old and not a peep out of NVC yet. But it appears that Abu Dhabi sets their interviews only about 4 or 5 weeks after receipt of the packet from NVC, and they could well have our packet as I write...
