Any secondary evidence required for notarial birth certificate?

usually one gets a 'white book',

which contains (each page is different) :

1. official copy of notarized birth certificate

2. letter in chinese stating that the copy enclosed tallies 100 percent with the notarial birth certificate.

3. letter in english stating that the copy enclosed tallies 100 percent with the notarial birth certificate.

4. english translation of the chinese notarized birth certificate

5. translators statement in English that the English translation tallies 100 percent with what is in Chinese.

6. translators statement in Chinese that the English translation tallies 100 percent with what is in Chinese

each page has a red stamp, usually.

all of these pages are glued into a 'white book', having a very small spine, and there is a cover on the outside, in Chinese.

if she doesn't have that, she can get it.

if she's not in China, someone in China that has HER listed in THEIR hukuo book can get it.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

I have the white book and full english translation which was done at the notarial office in China. Is this all they need or expect since it is considered secondary evidence according to the chinese reciprocity schedule? Should I include a letter explaining this is all I have or just send a copy of the white book? This is in response to an RFE here in the U.S.
