and if so when will my parents received this form.

Yes, DS-3032 is required to be sent in with the IR-5 process. You don't need to wait for this form. As long as a case number has been assigned, the DS-3032 can be sent in by email.

And the IR-5 process is the exact same as the IR-1/CR-1 process, EXCEPT that there are a few petitioner documents needed in the IV package. Other than that, both processes go through the same thing.

The IV fee is currently $230 and it's per person.
