need a passport for minor

I am so frustrated. I am US citizen filed petition for my 3 year old stepdaughter. We are trying to get a passport for her and it has been such a big challenge. We had to go to the Honduras Consulate here to get an authorization letter signed by my husband saying he was giving biological mom permission to get the baby a passport. We sent the letter to her and now they are saying she has to travel to the capital of Honduras which is about 4 hours away from where she lives so they can verify the authenticity of the letter. (it was on letter head from the Consulate and it had this stamp on it showing we paid the $50. It also included a color copy of my husbands passport bio page signed and stamped by someone at the consulate showing that he his passport was presented as proof of fathers identification) They are also saying she has to make an appointment to get the passport which they cant make until December. It just seems like this is a never ending process!!!!Does anyone know if she can get a passport while she is in the capital since she has to travel there anyway. Also would she need to make an appointment there and do you receive the passport the same day? A phone number she could call would be great and much appreciated!!

update from this last post. Biological mom went and had authorization authenticated by a lawyer and went to bank to make passport appointment. She paid an extra $20.00 and got an appointment for Nov 23. When she went to appointment she couldnt get the passport because they said since my husband was not from Honduras she had to go to Tegucigalpa to get authentication. She went and after paying another small fee $7 or $8 she got the notarization she needed. She had to go back to the bank and pay an additional $5 to get another passport appointment which was scheduled for Dec 4. This time her appointment was scheduled at 9:30 am. After standing in line until 3:00 with an unhappy 3 year old she was told she still could not get the passport because they said the birth certificate she had was not an original. They took passport photos and everything else was done but they told her she had to bring an original birth certificate before they would give her the passport. She traveled the hour back home and is suppose to be going back tomorrow with the original to pick up the passport. (At least they told her she didnt have to bring the baby back and she didnt have to stand in line again.) So we will see tomorrow if we finally get the passport.

I called NVC on Monday to see if they had received everthing else i had sent to them. They said they had received packet but they still needed the baby's original long form birth certificate which we have (i sent a copy) and then a copy of the passport so im hoping once we get a copy of the passport i can send it off and finally be done at NVC.
