My wife didn't file income tax returns to be submitted with Form I-864?

My wife and I concurrently filed the I-130 and I-485. I had a joint sponsor since my wife and I are unemployed. My wide and I didn't know that she (my US Citizen wife) also had to fill out the Form I-864. Although we know that now, there's another problem. They (USCIS) are asking for her most recent tax return. My wife was dependent on her mom and did not file her (wife) own income tax since she (wife) had no income of her own. My wife's mom filed the income tax returns however. How do we explain this to the USCIS since they are asking for a copy of her most recent income tax returns.

If you were not required to file a federal income tax return under US tax law because your income was too low, attach a written explanation.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Also, if your wife didn't file taxes because her income was too low, she will need a joint sponsor. Sounds like the joint sponsor might be your mother-in-law? Just make sure the joint sponsor also fills out an I-864.
