Hi! I'm asking in behalf of a friend.

She received the Choice of Agent (COA) form from NVC via email.

Can she print it out, sign it, scan it, email it to her husband, husband prints it out and send it via USPS (priority mail) to NVC?

We both think the above process would be the faster and cheaper way of sending the COA to NVC rather than mailing it via UPS/2GO/FedEx/LBC from Manila to New Hampshire.

The NVC's instruction specifically says to (snail) MAIL it. Won't she encounter any issues if she sends it via email? :unsure:

My friend is under F2A category (Spouse of a Lawful Permanent Resident/Green Card Holder).

Nope. Look at this site and you'll find that most members here email the form without issues.

Yes she need to snail mail it as the NVC would rather have her original signature on it---thus it shouldn't be scanned or emailed. I almost did the same thing to have it scanned but when I received the Choice of Agent paper plus instructions I opted to mail it by post because of the signature thing.

When emailing the DS-3032 (if you follow the wiki), there is NO need to print it, NO need to sign it, NO need to scan it, NO need to attach it. A simple email suffices as is evident with many, many members here.
