Oh cool!...so i basically just need my birth certificate and my mom and step-dad's marriage certificate? Even though he didn't adopt me?

quickest and easyest way is to call her on visitor visa and then apply while she is in USA. 2nd option is to apply while she is in her home country that will take 8-10 months. you file together for your mom and her spouse.

I've heard of adding siblings to parent petition, that's what i meant...is that possible to add them to same petition? (Just my sister)

Also when filing the petition for my mom n step-dad, will i need to file two separate forms for each of them?

No. There's no derivative visa for your sister through your mother's petition. You have to file a separate I-130 petition for the sister and expect between 11-20+ years wait before visa number in sibling category becomes current (F4) - depending on her country of birth.

When mother becomes LPR she can file for sister under F2A category - that may cut some wait time.

Looks like you're LPR and not there yet for citizenship. All the above applies when you become USC - you can't file for parents or sibling if you're not a USC.
