I-130 Confusing Email PLEASE HELP

Hello everyone, this is my first post, and I hope someone can help.

I am a USC married to a Mongolian and we are living in Mongolia. We filed her I-130 application at the Chicago Lockbox (that's what they recommend for overseas applications with no USCIS office)and it was received September 22 and sent to the California processing center, where the online status changed immediately to "Initial Review." I later was informed by customer service that it was transferred to the National Benefits Center.

I received the following email today:

Application Type: I130 , IMMIGRANT PETITION FOR RELATIVE, FIANCE(E), OR ORPHAN

Your Case Status: Card/ Document Production

On November 8, 2012 we mailed the document to the address we have on file. You should receive the new document within 30 days. If you do not, or if you move before you get it, call customer service at 1-800-375-5283.

This step applies to applications that result in an applicant receiving a card (such as a "green card") or other document (such as a naturalization certificate, employment authorization document, travel document, or advance parole). Applications will be in this step from the time the order to produce the card/document is given until the card/document is produced and mailed to the applicant. You can expect to receive your card/document within 30 days of the approval of your application.

She hasn't had an interview or biometrics or anything, and I haven't had a chance to call customer service to ask about it because I'm at work, but I was wondering if anyone knows what this means? Is this a mistake? What document are they sending us? PLEASE HELP!!!

Since yer still in Mongolia, suggest to email to

ncsc-customerconnect@uscis.dhs.gov

and ask for casefile status.

include all of the normal bio info in that email, aye?

I say data error.

I called customer service, and they were absolutely no help. They said they mailed something to me, but they don't keep a record of what they mailed, so I just have to wait for it to get there. Is there any chance it could be RFE? Or (thinking optimistically) an interview appointment notice? I know we can't get a visa without biometrics and everything, but I'm still trying to take this as good news. I guess I'll still email them like you said.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

This just got more complicated.

I finally got something from USCIS, but it was just my notice of receipt. It was mailed 2 months ago, but they sent it to the wrong address and refused to re-send it until it was returned. Was this the "document" they were referring to? I don't understand why they would change my case status for something that was originally mailed 2 months ago. Should I be expecting something else in the mail?

ask for casefile status with the first human that answers the phone,

then tell the CSR to be transferred to an ISO

then ask the ISO to go over the casefile status with you, again.

I write this cause somethings really wonky. Notice of receipt, the NOA-1 (formletter I-797C, first piece o postal mail) is NOT what you are seeking.

Something definitely seems weird. I just talked to customer service, and they assured me a document was mailed November 8, though they have no idea what document that is because they don't keep records of that. So they recommend waiting a full 30 days from the date of mailing (which would put us to December 8) before calling, at which point we should inform them we haven't received the document.

Someone in a forum referred to talking to USCIS customer service like asking your dog to make you dinner. I think that's pretty accurate. I don't mean any offense, but I've personally never been helped at all anytime I've called. :-/ So I guess I'm stuck in the waiting game for whatever document they may or may not have mailed to me.

So I called again and got an ISO. They said the form the case status was referring to was the NOA1. The ISO also agreed it was weird that they changed my case status just because they re-sent a document that they had already sent. So everything is normal, there isn't a pending RFE, they're just processing like they were before.

I realize this issue has basically been resolved, but I just barely got a response to the email I sent a while ago telling me that my case number has been changed to EM********, which, when I try to check online tells me it's not a valid number. ???
