H4 visa re-application

Hi to all,

I'm hoping that anyone can answer my queries about H4 visa. My dependents had been on 221G status for more than 10 months already, they are on just further administrative processing. I just transfer to a new company that transfer my H1B, can they re-apply for a new H4 visa under my new NOA? Their pending 221G status will affect their new H4 visa application? I think the reason why they still on 221G status because of my last company with a lot of issues.

H4's are usually a formality, so to see this is unusual, I would talk to the Lawyer handing the transfer first.
