An acquaintance recently had to give the local Amphur a large gift and also pay the father a large sum for him to sign the papers in order for his wife to get custody and immigrate with the children. They actually paid a mediator to negotiate the appropriate gifts and payoffs before meeting at the Amphur office. Also, it was a gift to the Amphur not a bribe. Had they tried to bribe the Amphur they would have failed or possibly had to gift something much more expensive.

November 27, 2012 - Married
February 01, 2013 - Mailed I-130 for wife and step kids
February 04, 2013 - Delivered to Phoenix Lock Box
February 08, 2013 - NOA1

May 28, 2013 - InfoPass at Dallas Field Office - Case assigned to an officer and now on her desk to be worked

June 01, 2013 - NOA2 for my wife but the kids had an RFE issued. (day 54 from NOA1)

June 01, 2013 - December 19, 2013 - Case "lost" at the Dallas Field Office
December 19, 2013 - mailed to NVC
January 08, 2014 - NVC received case
February 06, 2014 - NVC assigned case numbers

What's the difference between a large gift and a bribe? One has an expected outcome, and the other does not?

Maybe it's face.. I don't know but they couldn't call it a bribe in any way shape or form where it might get back to the Amphur.

The " gift " was given to obtain what? The father was paid to sign court papers? What exactly did the father sign?

Everyone involved knows the Amphur accepted a bribe. The way this was done simply causes the people there to have to share the " gift ". Your friend will be lucky if no one there makes a phone call which will result in another trip to the gift store of as its commonly known; the bank.

What is important here is the value of the documents when they are presented to the embassy. These letters from an Amphur have been rejected in at least two cases that I know of. The embassy demands a letter signed by the bio father that follows the criteria contained in the sample letter they produced. This letter has to be translated to English. The bio father signs both versions. In some cases, if there is any question about the way the signatures occured, the father will be required to come in to be interviewed.

There have been a few cases where a Thai court order of custoday was accepted in place of the bio fathers signature.

When Rin went to the amphur, he said it was too late in the day to give her the custody letter and if he did it he'd miss his bus and have to take a taxi. "Taxi fare" was 500 baht to get him to do the letter. Same when she went to get the children's passports. Lots of excuses, but by buying some piece of ####### memorabilia honoring the King for a few hundred baht, the wheels were greased. Prior to that, birth certificates took an extra 100 baht.

It's good she did it by herself. If I would have gone with her I am sure the "farang" price would have been many multiples of what she paid.

Recent to you is 7 years ago? What people are searching for is current info that would help them in their case. Many things have changed over 7 years including the procedure to obtain a visa for a child which is what this is supposed be about.
