So my wife who is a US resident filed our I-130 off in June 2012. We got a letter from immigration saying our application is correct and gave us a receipt number to check on their website. Currently it says initial review, am I right in thinking we are waiting for NOA2?

I am very new to this and would just like to get an answer on how long it will be before I can move over and live there.

Yes, you are also waiting for NOA 2 (petition approval).

Waiting time for our category (F2A - Spouse of LPR) is at least 2 YEARS (from i-130 to visa issuance).

We have to wait for our PD (Priority Date) to become current before we get an interview at our US Embassy.

We can monitor the monthly Visa Bulletin here: http://travel.state.gov/visa/bulletin/bulletin_1360.html

Does it make a difference what country the applicant is based in or is everyone treated on the same basis?

The country doesn't matter at the USCIS processing stage, everyone is treated on the same basis. It will only be relevant once your case has been completed and you are waiting for your priority date to become current, and even then, at the moment, the cut-off dates for most countries are the same, only those from Mexico have to wait a couple of weeks longer to get their visas.

My F2A/IR-1 journey:

USCIS:
4 August 2011: I-130 sent (while husband permanent resident)
8 August 2011: Priority date
16 April 2013: NOA2

NVC:

7 May 2013: Case number received, DS-3032 sent

15 May 2013: AOS bill received and paid

16 May 2013: AOS package sent

17 May 2013: DS-3032 accepted

20 May 2013: IV bill received and paid

21 May 2013: IV package sent

11 June 2013: response to IV checklist sent

13 June 2013: Case upgraded to CR1

2 July 2013: Case completed

28 August 2013: Interview - approved!

21 September 2013: POE

18 November 2013: Green card received

My husband's citizenship journey:

8 February 2013: N-400 sent
4 March 2013: Biometrics
24 April 2013: Interview
12 June 2013: Oath ceremony
