i-130 for spouse

my husband right now has a c1d visa and he works at a cruise ship. we recently got married last september. and i just submitted my petition for him to uscis last week of october of this year.

my question is do we need to register our marriage to philippine embassy since he is still a filipino citizen? how long do you think will he be called for an interview in the philippines? and would there be a problem if he gets another contract to his cruise ship job while waiting for the processing of the petition? i have already received the receipt that uscis have received and the petition is in process. but i have tried checking the petition status online but it says it's not available at this time. why is that?
