Well just as everything was going fine (Embassy has my paperwork and she needs to schedual her medical / interview) we ran into this problem - anyone have suggestions??

Well she had to get her marriage certificate to her dead husband spelling corrected - go that went to get passport - and was told she needed 2 photo ID's

well she only has one that they are accepting, she needs a SSS id (has a non photo one as I understand it) and now needs to get the photo version. However in the nearest town (Lucena) they say 2-6 months to get it.... she says she called the Manila head offices and was told the same...

So at this point stuck waiting on her getting her passport - any suggestions as to how she can get the ID card necessary?

Thanks

I don't seem to follow but here's what I've understand.

Your fiancee's previous husband is now dead, correct? Then she'll only need to go to NSO and with their Marriage Certificate and his Death Certificate.

To acquire new passport. Here are the requirements:

http://www.dfa.gov.ph/main/index.php/consular-services/passport/passport

For acceptable ID's:

http://www.dfa.gov.ph/main/index.php/list-of-acceptable-ids

I don't get where will she use the SSS ID for.

Good luck!

Early this year when I applied for my passport I only had a Postal ID and no other sort of identification. And it sucks that the DFA didn't accept my postal ID so what they suggested is to bring original copies of the following: my college transcript of records from my two degrees, COMELEC voter's certificate, Philhealth members data and NBI clearance as my identification. By the way it would be good if you tell the DFA that you don;t have other ID or something so that they will advise you on what to do. That's what I did and got my expedited passport after 1 month. I hope that helps. Good luck!

Also about the SSS ID, oh my. I'd like to let you know that it takes more than 2 months to get one. I applied for SSS ID last September 2011 and received my SSS ID by registered mail only last August this year

Well as I understand it they have changed requirements and want 2 photo ID's - But I also get the feeling that she was upset at not being able to use what she had and might not have asked the right questions.

(Ya the ex husband died 4 yrs ago)

Thanks for the links - I think that will help me ask the right questions

get a driver's license .. (student) then after a month (after a month tho) change it to driver's license (pro.) that is lil shorter than obtaining new SSS i.d. that will take 6 months .. my mom apply for a change of sss i.d. early this year and just have her New SSS i.d. last month she said it took exactly 6 months., but the best thing to do is what teressa said (driver's license is an option if u don't have transcript etc.) when i applied for passport before (tho its 2008) i dun have any i.d. except for my 4th year high school i.d. and high school diploma, form 137, good moral. Hope you find best way to have valid i.d's good luck

When I applied for passport in 2008, I was never asked for a photo ID. What I had was NSO certified BC from the local registry, NSO BC, NBI, Police Clearance, Baptismal certificate and school records to prove my identity.

Do they require photo ID now???

Is she having issue with name spelling? The solution to that is get verification from NSO. When I applied for a passport, the dude was too eh that he thinks the "G" was a "C" and asked me to go to the NSO to get verification. Went to the nearest NSO and asked for one (no charge in 2008, not sure now) and I submitted it and they accepted it.

What DFA office is this? Government employees in the Philippines are not always known to be honest. On an unrelated case, I knew of someone who had a US father and was a US citizsen but born to a Pinay mother and born and lived in the Philippines. The asses in BI wanted her to pay "overstaying" fee. Told her to just go to the DFA and get a Philippinoe passport since she is considered a Philippine citizen by birth.

DFA now is requiring 2 valid ID's, 1 ID must be government-issued(SSS,Drivers license, passport, etc.), along w/ other supporting docs such as TOR, baptismal cert..etc..

Maybe she can inquire at travel agencies that assists in passport application. Thats what my brother did 3-4 months ago.

I had the same problem before getting my passport. I need to have 2 ID's and for the SSS id with photo that took a while to get that one. So the second time I came back to DFA, what I did is brought and present my old school id and my high school year book with my picture and complete name on it together with my new id's as married and marriage cert, birth cert and baptismal cert and everything went fine.

Thanks for the info.

Makes me wonder what about students applying for first passports? Usually they just have student IDs and no government IDs

I'm convinced that the government should just issue national ids. It makes identity verification and transactions much easier on BOTH sides.

Sometimes, I think expats have it easier since they have ACR... (govt issued ID)

I see birth certificate mentioned. Did she use a birth certificate? Seems to me this would be the first piece of identification I would acquire, but then coming from an American perspective, this is required for us. My fiancee used her birth certificate when she applied for a passport. How about voter's registration, work or student IDs?

My advice is to have her requirements evaluated (no charge/free) by a travel agency who assists in passport applications. It is usually case to case basis.Travel agencies can only process passport applications UNTIL DECEMBER 2012 as DFA will be strictly implementing its Appointment system.

Just sharing our experience:

2012 My brother (35 y/o), first-time applicant. Since he already has 2 government-issued ID's(SSS&drivers),no need for NBI clearance accdg to the agent. He is only required to present Birth cert(NSO),TOR and baptismal cert.

2011 Other brother (18 y.o) first time applicant too. He presented only 1 ID w/c is his school ID supported by NBI clearance, Birth & baptismal cert and school records. They already have their passports..

DFA website has a long list of acceptable ID's and other supporting docs. The travel agency just mix and match what is applicable. So, basically its case to case basis.
