Rereading this, these laws are stricter than firearm purchases. I say this because another poster brought up firearms.

In California (which probably has the third strictest laws in the nation) if your ID has an old address you may present alternative paperwork showing the new address such as dmv auto registration, deed, rental contract etc. (utility bills typically do not meet the requirement)

Proof of current residency is already required to go to the county dump in my county. Not a bad idea for voting in an election. I know one couple that has been living in the Philippines for five years now, but still have their ballots forwarded to the Philippines so they can vote in local elections here. Totally wrong IMO. It costs them $90 for the ballots to make the round trip. Husband is a total libber, and he checks his wife's ballot as well, "for accuracy".

$90? Are the ballots flying first class? I voted in 1996-2004 elections from abroad and it only ever cost me a local airmail stamp.

I know, right? Mail in the Philippines is unreliable, so they must be using Fedex or some other carrier service, or possibly a forwarding service, anything to keep the county registrar from knowing where they are actually residing.
