File K1 now or wait a month?

I know the topic of visiting while doing a K1 visa gets asked a lot but I still have a question. I'm working on finishing up the K1 application for my Brazilian fiancé and he is planning on visiting me within the next month for hopefully a few months (would love for him to get another 6 month tourist visa). Would it be best for me to mail the application in now, right before he gets here (so its not received and looked at before he gets in the US) or after he gets here so I can put his tourist visa on application? I am not only concerned about him getting in the US but also how long his tourist visa will last. The previous time he came to visit me was on a tourist visa from late October 2011 to early March 2012. He is unemployed and living with his parents so not sure what he could show for strong ties to Brazil to overcome doubts at the border if its known he is in process for K1. I am sick with worry and stress, any advice would be greatly appreciated, thanks!
