We were married in Davao on January 21, 2012 and my wife was immediately pregnant. Our son was born on September 23, 2012. i now need to have my son's paternity and citizen established and petition my wife's visa to bring them to USA ... I NEED HELP ... Please in anyone knows the procedures of Paternity ... especially the order of DNA and applying for his cirizenship, the what, when, where and how's ... every little detail helps as i will plan a trip to Manila to do as much in person as i can do in the Only vacation i will get from my job this year. Thank You and God Bless Us All !!!

The dates involved between conception of your child and his birth on September 23, 2012 seems to be okay. And not only that because your child was born legitimate with you and her as the parents. With that established (also through the entry and exit stamps by the Bureau of Immigration on your passport, you seem to be okay for a quick approval without the requirement for a DNA test to establish paternity. DNA tests are required only when you are not married and your child was born out of wedlock. Actually it is not even "required", but it is "suggested" to aid you and them in establishing paternity.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

First off it's not called 'paternity' but (Filiation) a biological and legal relationship with the child. If your looking for every little detail you need to read this link,below and every link within. This is the most comprehensive government site and it will guide you through the CRBA and US passport process. When you gathered all your documents and your ready to travel back to the PI you'll need to make an appointment for the CRBA @USEM don't make any travel planes till after you made the appointment, appointment date and times can very. Spend some time reading the posts in this forum as well, you may find answers for your questions from me and others who have gone thought the process at USEM and can give you sound advice.

As for any DNA do not initiate a DNA test unless it was recommended by the Embassy for your pending CRBA or Passport application. A DNA Test that was done independently and not according to Department of State procedures will not be accepted to support a CRBA or Passport application.

The above in bold is not correct, in more ways the one. Many, out of wedlock US citizen parent have not had to submit DNA.

In or out of wedlock. When no substantive form of credible evidence is available in conjunction with a CRBA or Passport application, then a parent may find genetic testing to be a useful tool ( really the only tool) for confirming a stated biological and legal relationship with the child/applicant and the claimed U.S. citizen parent .

And I should add, his entry and exit stamps by the Bureau of Immigration could not stand on it's own for a quick approval, For any blood relationship to be established . It will take additional evidence such as proof of the US citizen fathers residence in the US (transmission) proof of mothers pregnancy, written proof of doctors time of conception, (ultrasound) and pre-natal care records child's hospital billing records NSO birth cert and so on. It is the totality not just one aspect.
