It will fail. It is cover for the Democrats, who can't pass a budget. The California Governor is more, or less, a figurehead. The Speaker of the Assembly has all the real power, and John A. Pérez is fat slob, and a total puppet. So, nothing gets done.

I think if anything kills it, it will be because of prop. 38 taking votes for that tax proposal from Browns. Either way if it fails then it's all over for everyone in Sacramento that has the letter (D) next to their name. California schools will get hit with a min. $6 billion dollar cut along with major cuts all across the board. California's credit rating will tank for sure and all those free ride programs for the illegals will be the first ones blamed. It's going to make Donner Pass look like a Christmas party by the time it's all said and done.
