Oh it's really easy. Just tell people you're building the first lines close to the US Border with Mexico, and people will jump on board in a heart beat.

Then explain you need to reach areas quickly with supplies for disaster relief for Hurricanes, wild fires, tornados, etc... Planes can't always get into areas when there are still storms around...

I could sell it, easily and people love using defense dollars for items, especially if it gets spent at home instead of abroad.
