I need your help. my fiance last filed his income tax 2 years ago. Our petition has been approved and is just waiting for instructions packet from US-Manila Embassy. What should we/he do. HELP please.

Depends on when he files it. One more thing I should mention he needs to file a return if, and when, you AOS 'adjust status' as well.
