if rejected by lockbox is it filling?

Hello all,

if AOS package (adjustment status) rejected by lockbox because wrong filling fee and they returned all the package back. is it considered filling and has result?

in the new form i-130 what we should write in the second page:

Question in i-130: have u ever been filled petition for this or any other relative? if yes give name, place and date of filling and result.

what we should write yes or no?

we gonna go to CR1 this time because petition leaving to his country.

It's a no. Because your package was rejected so they have no record of it.

every page has scan number and AOS number ,, all pages which returned has been scanned,

what do u think?

it was rejected, you didn't get a receipt. It doesn't count as a filing.

with the rejected package i found notice I-797

also there is receipt number and at first step of acceptance its says its has been rejected because wrong filling fee..

then its count right?

Not in my opinion no. You didn't FILE anything. You TRIED but you failed.
