Surge of N400 applications after Sep 28?

My wife filed for her N400 yesterday. Our immigration attorney told her there was some kind of an amnesty program and there has been a surge in N400 applications since Sep 28th. 84,000 people have filed since Sep 28th.

Is that true? Does anyone know more details?

How does it affect new applicants now?

He sounds like an idiot. Do you really need an attorney? - If so, try finding one who knows what he's talking about.

There is no amnesty - and even if there was, it wouldn't allow people to apply for citizenship straight away. They'd need to become lawful permanent residents first.

He is probably referring to Obama's memorandum on Deferred Action for Childhood Arrivals. This allows some migrants who arrived illegally as children, to receive a deferral on any removal action, and (I think) the right to obtain a work permit.

In the first month that applications were accepted (Aug 15 - Sept 15), 82,361 applications were received. These are not applications for citizenship, but are being processed by USCIS staff, at USCIS locations. So resources will have to have been re-allocated from somewhere else. It's therefore possible that the number of staff processing N400 applications has fallen since August.
