New requirement: medical before the interview can be scheduled?

I was just informed by another person going through the process, that the medical now has to be completed before an interview can be scheduled (see http://germany.usembassy.gov/visa/iv/apply/) Is this really correct? I have been sitting here waiting for the NVC to complete the case, apparently wasting precious time if this is true. Do I need to schedule the medical before????

Yes, I understand that I do the medical before the actual interview, but the website says that an interview date will not even be scheduled before I haven't done the medical. That goes against everything I have previously been told.

It must be a local rule. Because The NVC page tells not to schedule medical exams before having an interview date.
