If I send my wife's paperwork for the roc as early as I can within the 90 day window, how long does it normally take to process and for my wife to get her new green card? My wife's green card expires in February and we are wanting to go back to Indonesia in May since airfare is the cheapest we've seen before if we book now or ASAP.

Your NOA1 extends the greencard for one year.

You can file 90 days before the February expiration and then you have an extension of one year. The current filing time is slowing to a crawl of more than 6 months to process the whole application.

Just make sure you carry the receipt for ROC application when you leave the country. It doesn't matter if the card itself is expired; the receipt extends it for one more year

Oh cool. I didnt know about the receipt before? When do they issue it? When they first receive our paperwork?

Whenever you send the I-751 and when USCIS receives it, they send you the I-797 Notice of Action form, confirming that they have received your application.

and one more thing...

the address my wife is listed on is my parents' address and my wife and I now have a house of our own. should I go ahead to do the change of address? or can I send the change of address along with the other paperwork for my wife's roc?

File a change of address asap. Include of the completed AR-11 for continuity in the meantime. They may not get to your application to review it for sometime once you send it in with payment etc.
