Am I eligible for Immigrant Visa

I am an indian, applied for F1 Visa in 2009, got my visa but just before I left for US I got a call from US Embassy & all my documents were verified, they found that one of my financial document was not genuine (the agent fooled me). I was called to the embassy and I admitted that my agent misrepresented the fact by, giving a bank statement which was fake My visa was revoked & was asked to apply it again after 6 months. I wasn't given any kind of forms stating the ban or any ineligibilities. Now, I love a girl who is USC and a family friend we are in relation since 2 years we plan to get married in 2012. Am I eligible for a K3 visa and will I need a waiver? and If I need How long would i-601 take? culd anyone know when to file for the waiver If i need it.

This is a case for a qualified immigration attorney. A material misrepresentation is a serious thing. Blaming it on an agent is not going to make any difference. I suggest you get a legal opinion from a qualified US immigration attorney.
