You definitely need to provide USCIS and NVC the copies of your divorce certificate and original respectively. How can you obtain it? You need someone in Pakistan to do that for you. When it comes to Union Council or any Government related department, they can be a royal pain in the bottom and never want to do their job without getting some Quaid-e-Azam (that is the grease someone talked about earlier).

Union Council gives a bilingual Divorce Certificate which is basically registered with NADRA. You may also require an Urdu Divorce Certificate (Certificate Talaq as they state in Urdu). Take note that Union Councils have ceased to issue it ever since the latest bilingual Divorce Certificate came in to the picture however the U.S. Embassy in Islamabad still requires it no matter what (in most cases that I studied here on VJ). This again shall be a pain in your bottom as it was in mine but once again, a little "grease" shall ease that pain.

Third possible obstacle, "Divorce Certificate from Family Court". In some cases, the applicants were asked by the Embassy to provide a Divorce Certificate from Family Court. If the divorce/ Khula was initiated by the wife then it will be needed however, if the divorce/talaq was initiated by husband then it is not required but you may still need to get a "Letter of Opinion" from a lawyer in Pakistan stating that the divorce was initiated / given by husband so family court did not get involved and a divorce certificate from them is not required in your case. This letter has to be sent to NVC.

Now, come to your question about sponsoring your spouse. If your ex-spouse never entered U.S. then you can still sponsor your current spouse. When you fill in the Affidavit of Support I believe you are asked if you have ever sponsored anyone before? You shall reply it as Yes and also attach a letter of explanation stating whom you sponsored, when and how it was terminated before it was even used. (This is just my opinion though and things could be different and perhaps someone more experienced here could offer you better advice). All the best.

interview March 20, 2013 : results AP (sent in paperwork for co-sponsor received 4-20-2013)

Issued: September 30, 2013

POE: Raleigh-Durham International Airport, NC @ 10-17-2013 (Easy entry, pleasant experience).

Removal of Conditions on Residence:

Filed: August 14, 2015 - VSC

NOA1: 08/19/2015

Date of Decision: 06-03-2013

Letter of Approval received: 06-09-2016

Green Card received: 07-15-2016

Naturlization N-400:

Filed: September 16, 2019

Biometrics: October 9, 2019

Interview: August 24, 2020

Approval: Approved and received Naturalization Certificate same day.
