US citizen collecting unemployment, not intending immigrant collecting unemployment. Which is not possible anyways since you have to pay into it in order to receive it anyways. For a minimum amount of years.

So back to the topic.

US citizen can apply for unemployment, food stamps, medicare and basically anything they're eligible for. The immigrant can't. Remember if your situation changes, you'll have to notify the agency about it. For instance, an immigrant's income is counted in household size however, they can't apply for food stamps so they don't count but their income would.

It's up to USCIS in the long run. All cases are unique. Had your fiance been out of job for 10 years without a valid reason and been on government support, you'd most likely become a public charge. Unemployment doesn't count for or against you per se. And it's up to USCIS to consider unemployment as a valid source of income as well(since it will not continue). I know you have a co-sponsor but please take into consideration that your fiance will be supporting 2 people so getting a job - any job - and saving up might be a better solution in the long run to secure a job before you arrive.

We had our interview on September 23, 2012 and we got AP. My fiance went back to USA and looking for job. We have co-sponsor. Can my fiance apply for unemployment or not?

If your fiance has worked in USA or to a US company abroad for certain period of times before losing his job through disability or laid off etc..he can receive unemployment.

Unemployment doesn't count as a means tested public benefit for the purposes of counting one as a public charge because it's an insurance program that you pay into while you work. The catch is that the applicant has to have been working for a certain amount of time before they can qualify for it and they have to be unemployed through no fault of their own (you can't quit your job and get unemployment, you have to be fired and it can't be for cause).

12/7/2012: Service request replied to (but not delivered).
1/4/2013: Filed I-90, paid another $450
1/24/2013: Biometrics again...
4/1/2013: First Green Card from November finally arrived...

4/22/2013: Replacement Green Card arrived.

8/9/2014: Filed I-751

8/14/2014: Received NOA for I-751

3/12/2015: ROC Approved!

7/18/2016: Sent in N-400 to Texas lockbox

7/21/2016: N-400 delivered
