N-400 process over two months waiting

I'm asking on behalf of my grandfather. He submitted his n-400 in late juky, got his NOA after a week, did his biometrics mid august and now we are still waiting for an interview appointment letter. My grandmother whose application got rejected twice due to a mistake in the check submitted already got her appointment letter this week and she submitted later than my grandfather. From my experience, it only took a total of 3 months from start to finish to get my citizenship. Is anyone else having the same long wait? I did give USCIS a call and they said normal processing time reaches 5 months at the most and that my grandfather still falls in this timeframe but i'm still wondering why it's taking so long. Timeline

Go to the July 2012 thread on this forum. There are more than a score of us in the same position as your grandfather and that is without background check delays.

No two cases are identical and if you haven't learned already from your experiences with USCIS, they are slow.
