Parents Of US Citizen Coming From The Philippines

My wifes parents are coming from the Philippines. I was looking at the CFO web site and seen the below info. If I am reading this correct they just need to go to the CFO and register to come to the US and get the stamp because they are over 60 years of age. Is there anyone with experience in the Philippines that can let us know?

Also what did they have to do at the CFO when they go there? Do they still need to worry about getting there early even if they dont have to take the class?

The following emigrants are exempted from attending the PDOS and registering in person with the CFO, provided that they are registered by a proxy:

•Those who are 60 years old and above;

•Those incapacitated due to permanent or long-term ailments; or

•Those with mental health issues or psychologically-challanged.
