Administrative Processing - Passport returned??? PLEASE HELP!!

Hello everyone,

My parents in laws and 2 brother in laws had their interview for the b2 tourist visa on wednesday at the us embassy in lima peru and they received the 221(g) blue form and all passports were returned. Both of my in laws have traveled to the usa last year for our wedding. They respected the terms of the visa and went back home to peru. One of my brother in laws was denied a b2 visa over two years ago. Is it common for a person to get denied after already receiving the visa?

The status of the blue form says "administrative processing". I understand that this is common but i am wondering if its common for the embassy to give the passports back to the aplicants? My mother in law received the same paper last year but they kept her passport and it eventually arrived at the house with the approved visa, my father in law was approved immidiately. One of the questions that they asked my mother in law was "do you have any other nationalities?".

What do we do now?? Is this a good or bad sign?!?
