if not how much time the baby need to get visa?

Does mother have a green card or an immigration visa? Those are not the same thing.

The regulations states that your baby can immigrate with you without a visa for the baby. However, you should confirm with the US Embassy that issued your visa. The US Embassy may have its own procedures in these instances.

your baby will be required to have his/her own passport and visa.

if the baby was born in Morocco AFTER you have been issued a visa, your husband will have to file a new F2A petition for the baby.

This is incorrect. Google "Baby born after US immigration visa issued US Embassy" to get the correct answers.

The husband does not need to file a new petition if the baby is born AFTER the visa issue and BEFORE the mother immigrates.

The baby may need a transportation letter from the US Embassy.

Anyone who has a baby after a visa is issued and before immigrating should contact the US Embassy for more information.

(CT:VISA-1829; 04-18-2012)

The child born after the issuance of a visa to a parent is not required to have a visa if the child is:

(1) Born subsequent to issuance of an IV to the accompanying parent within the validity of the parent’s immigrant visa.

2-if he born befrore i get the visa i must fill f2a how much time take for new born??

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
