When the petition is approved, there is an date for this Petition to be valid. What does this date reflect? Is the fiance supposed to be here within these dates? Thanks

the approved petition is good for 4 mos. Which means you need to have the interview at the consulate before it expires (there is a provision for an extension). Once the visa is approved the fiance(e) has 6 mos to travel to the US. Once the visa is activated at the US POE then you must marry within 90 days

2. After the I-129F has been approved, the petition is sent to the Department of State's National Visa Center (NVC) where it is processed and forwarded to the correct embassy and consulate. The process of sending the approved I-129f from the Service Center (through the NVC) and arriving at the embassy takes about a month. The fiance(e) has 4 months from the time the I-129F was approved at the Service Center to obtain the K1 Visa at the US Consulate in the foreign country. This time period can be extended by a consular officer if required.

This has nothing to do with when the fiance needs to enter the states. The finance has 6 months from Visa issuance by the consulate to enter the USA, and then 90 days to marry after entering the country.
