Biometric appointment for child under 14

Greetings!

I have a bit weird situation: I sent I-751 in the beginning of September, got receipt for my wife as well as invitation to biometric appointment to her (all on official USCIS paper, as I use to see documents from them). As per my 13.5 years old son, I got very not officially looking receipt (typed on just white A4 format paper, without USCIS heading and all this jazz), and still didn't get the biometric invitation for him. I started to look deeper, searched through the USCIS web page and visajourney for cases like that, and found out that there were multiple cases when children under 14 were not invited for biometric appointment at all (we are talking I-751 case only right now), but green cards were still issued to them. So, my question is, can anybody point me to the official writing on USCIS site, stating that? Or maybe somebody else was in this boat before and can clarify situation for me?
