K-1 Fiance visa questions

I'm filling out the Fiance Visa and on the I-129F form page 2, i need to specify the American Embassy or consulate. My fiance lives in Guadalajara. Is the city Juarez, Mexico the correct embassy/consulate for that area?

Second question, in proof of our ongoing relationship, my fiance for the most part wrote to me in English and Spanish in the same email. Basically she was helping me learn Spanish. She would write in Spanish in one paragraph and then translate into English in the next paragraph. Since I'm using some of these emails as Proof of our ongoing relationship, do i need to have what is written Spanish certified by a Translator? (even though she has already did it)

Yes, Juarez is correct.

There is no need for proof of ongoing relationship with the I-129F. You just need evidence that you met in person within the last 2 years: passport stamps, boarding passes, receipts and photos. It cannot hurt to send the relationship evidence though. Technically anything you send to the USCIS needs to be translated, but I do not think they will really read the emails, and if they do, they are in English already. When you get to the K-1 interview stage, nothing that is in English or Spanish needs to be translated. Anything else in Spanish only, like the birth certificate of the beneficiary that you will need to send a copy to USCIS later for AOS can be translated by anyone that is fluent in both languages. http://www.visajourney.com/content/translations

How about your fiancee writes a letter attesting that she is fluent on both languages instead?, and then submit that along with the chatlogs.

Juarez, Mexico deals with all the immigrant visa applicant - the K1 is technically a nonimmigrant however they're mostly handled by the IV unit.
