The CRBA is filed at the embassy/consulate where the child was born.

CRBA is a Consular Report of Birth Abroad essentially proof that although the child was not born on US soil it is entitled to US Citizenship by virtue of it's parent(s). If the child was born on US soil the birth certificate is sufficient to prove US citizenship. If the child was born elsewhere the question would be how did it arrive in Texas with no passport/visa?

If he arrived on a K2 visa then he is not entitled to CRBA. He will Adjust Status along with you and later get citizenship along with you.
