US CONSULATE LOST MY PAPERWORK!?!?!? NOW WHAT?!!?

The NVC sent my package to the US embassy in Russia for my K1 fiance on August 29th. The consulate is claiming they have not received anything, and try back in a week. The NVC will not give me the tracking under any circumstances. The waybill i got from this website shows it was delivered on labor day in the letter box, without any signatures. US embassy claims that they do not use DHL. Nobody wants to help. WHat should i do?!?!?!?

-8/21/2012 NOA2

-8/29/2012 NVC mailed to Moscow

-9/25/2012 Moscow finally received.

-12/6/2012 Wife comes to USA

-12/21/2012 Married

-1/1/2013 Filed for i485

Wanted to add: Is there an agency that monitors the government agencies to make sure they are following directions? I need to file a complaint against US consulate in Russia
