Typically the DMV is the state where you live issues ID cards for non drivers.

If your I-94 hasn't expired yet they'll give you a state id (or drivers license) that will expire when your I-94 expires. Otherwise they won't give you one. Some states will give you one if you have your EAD and some kind of mail (bill) with your name and address (to show you are a resident of that state).

Correct me if I'm wrong.

As someone said above, you can get the Arizona state ID, but they will put an expiration date on it that matches your visa or 6 months, I can't remember. Once you adjust your status, you can get a new card with a 2 year expiration date. Once you get your 10 year card, you can change it again to get the longer expiration date.

You dont really need Arizona state I.D.. The best form of I.D. is your AZ driver license.

Just recently entering the US, it’s reasonable to assume she doesn’t have an Arizona driver license or ever driven, a car like many Filipinos. Arizona state I.D would be the fast and easy way to acquire some form of state ID

Im from Phoenix, Arizona. Waited 7 months before i applied for my driver license and never needed a state I.D. BTW, Im also driving around with my Philippines license. Only used my Philippines passport as my I.D until i got my GC.
