Getting a Passport for Minor in Honduras

I need some advice. Our case just got to NVC so we are trying to get all of our documents together. I am USC petitioning for my two year old stepdaughter. I knew that we would need to get a passport for our daughter but i didnt realize that we would need it at this point. The problem is biological mother is in Honduras and my husband lives here in the states. We have been told that he can go to Honduras Consulate here and get a form that he will have to sign and notarize and send it to Honduras so that biological mom can get a passport. The problem is the time frame. To get the form from the Honduras Consulate we needed long form birth certificate. She ordered it and its on its way to us but fastest shipping with fedex will arrive here in 15-20 days. Once we get it we will have to get the form signed and send it back to her i am assuming 15-20 days to return. She has told us that it takes about a month to get a passport. Once she gets the passport i was hoping she could scan pages needed to send with package to NVC or fax them to us since we dont need originals at this poing and she will need the original passport for medical. Also i was thinking she could have digital passport picture emailed to me and i can print the copies needed to send. I was just wondering if anyone else has dealt with this in regards to passport or if anyone had any other shortcut ideas?

Biological mom had an attorney type letter on her behalf stating that she gives permission for the minor child to travel with us out of the country to come live with us in the united states. She had this notarized and is sending it with the birth certificate. The attorney told her that we should be able to get passport at Honduras consulate here with the letter but everything that i have read says that the child must be present. Does anyone know anything about this? Like everyone else we just want to get this processed completed as quickly as possible and bring her home with us.
