You will probably want to ask that question in the Canada regional forum. However, a petitioner in an IR-5 visa case does not need to submit their marriage certificate at any time.

Who needs to submit petitioner documents?

If you are applying for an IR5 (Parent of a U.S. Citizen) visa, you are required to provide:

Original or certified copy of your Petitioner’s birth certificate

Original or certified copy of your Petitioner’s marriage certificate from the Petitioner’s current and all previous marriages.

so i think i should submit my marriage certificate since i am applying for my parent.. correct?

When was your GZO number assigned? The only reason I can think of as to why you are having trouble accessing the payment portal with it is because it was recently assigned and the payment portal has not yet caught up.

i have noticed a paragraph in nvc instructions site,

it is said

I never noticed the instructions for an IR-5 applicant to submit marriage certificates of their petitioner. However, since that is what the instructions say to submit, then follow the instructions.

So, if you have GZO # and the fees are paid with the GUZ #, wait a few days

but

check the payment portal thingie often

as

the casefile will get rehomed to the GZO # at the payment portal.

it takes 1 to 3 days for this to occur.

No worries, just wait (but check often)

as

you'll need the coversheets with the GZO # on them.

Hang in there !

re: IR-5 extra stuff, above and beyond the standard civil documents list:

1. your birth certificate showing yer mom as yer mom

2. her china id number listed in the birth certificate? show her china id card (photocopy ok)

3. your naturalization papers, photocopy only.

and that's it.

what happened to 'wait ' ? Now that you've given us MORE information, I say not wait for NVC to do stuff, but rather, you need to call to get it corrected.

since it's been a while, call into NVC and get a supervisor,

and ask that the GUZ stuff in the payment portal be rehomed for GZO stuff.

Use a telephone, call today.
