So here's a list of the contents of my packet, in order:

3. I-129F with Personal Check attached for $340.00. (Signed and Dated)

4. I-129F attachment, question 18. (Signed and Dated)

5. G-325A for Petitioner, Photo attached in plastic bag, name written on photo and bag, (Signed and Dated)

6. G-325A attachment, employment history, (Signed and Dated)

7. G-325A attachment, residence history, (Signed and Dated)

8. G-325A for Beneficiary, Photo attached in plastic bag, name written on photo and bag, (Signed and Dated)

Plastic bag containing six photos of myself and my fiancee, ranging from several years ago to this summer, in front of monuments and identifiable landmarks in different countries, as well as two different pictures with our separate families. All pictures have names, dates and locations written on back.

16. Proof of having met in the past two years: Flight itinerary from my trip to Tahiti this summer, (Signed and Dated). Copies of Fiancees "Change of Address" Form from when she studied in the States and changed apartments. Copies of her University ID and Driver's license from North Carolina from 2011 and 2012.

17. Proof of ongoing relationship: Copies of two letters (actually cards), (Signed and Dated). Print-outs of three email conversations (one convo is seven pages long), ranging from two years ago to this summer.

What am I missing?

You don't seem to be missing anything. Good luck with the process.

I see that you've put the Vermont Service Center as the address on your cover letter - just confirming that that's not where you actually send your petition. You'd be surprised at how many people aren't sure where to send it.

All divorce decrees for both parties, if applicable. You are mailing it to the USCIS Dallas Lockbox right?

Looks pretty good to me, but for the proof of having met in the last two years, do you have boarding passes and passport stamps? If you do, I would send them along. They make good primary evidence. Photos are only considered secondary evidence.

As the others have pointed out, you need to send the petition to the Texas address. It will then be forwarded to either Vermont or California.

Assembling the I-129F Package: Checklist

1.Payment as required by USCIS. Use a personal check so you can track the payment. Money Orders are also accepted. CHECK

2.Cover Letter (see example). Should include a description of what your are petitioning for (I-129F), a table of contents (list everything in the packet). If you need additional room to explain your case, attach a separate sheet (list the attachment on the cover sheet). Make sure to sign and date the cover sheet. CHECK

3.Form I-129F: Petition for Alien Fiance(e) (see example) CHECK

4.Declaration of how you met in person in the last two years. This should be a single typed page attachment regarding question 18 of the I-129F. Make sure to sign and date it.CHECK

5.Original statements (from both the US Citizen and foreign fiance) certifying an intent to marry within 90 days of entering the US on a valid K-1. (see example) CHECK

6.Proof of having met in past two years. (click here for examples) CHECK

7.G-325A filled out by the US Citizen signed and dated (see example). CHECK

8.One passport-type photo (see specification) of the US Citizen. Write the full name of the US citizen on the back. Place in a plastic bag and label the bag "Photo of <Insert US Citizen's Name>". Attach the bag to a sheet of paper and place behind the corresponding G-325a. CHECK

9.G-325A filled out by the foreign fiance(e) signed and dated (see example). CHECK

10.One passport-type photo (see specification) of the foreign fiance(e). Write the full name of the foreign fiance(e) on the back. Place in a plastic bag and label the bag "Photo of (insert foreign fiance(e) name) ". Attach the bag to a sheet of paper and place behind the corresponding G-325a. CHECK

11.Copy of the Birth certificate (front and back) for the US Citizen or a copy of ALL pages of the US Citizen's passport issued with a validity of at least 5 years or a copy of the US Citizen's naturalization certificate (front and back). This is used to establish citizenship. CHECK

12.Copy of final Divorce Decree(s) or Certificate(s) for the US Citizen and/or foreign fiance(e) if either has been previously married. If the previous marriage of the US Citizen and/or foreign fiance(e) ended due to the death of their spouse then include a Copy of Death Certificate(s) documenting that fact. N/A?

13.Proof of Legal Name Change if either the US Citizen and/or foreign fiance(e) is using a name other than that shown on the relevant documents. You must give USCIS copies of the legal documents that made the change, such as a marriage certificate, adoption decree or court order. N/A?

14.In regards to Section C Question 2, if applicable provide certified copies of all court and police records showing the charges and dispositions for any specified conviction(s) (in accordance with the IMBRA). See section 9 of the I-129f instructions for more information. N/A?

Have either of you been married before? If so, you are missing the divorce decrees from either or both.

Make sure you send your package to the Dallas Lockbox. They then route it to either Vermont or California.
