What are the translator requirements for a birth certificate that is not in English?

Will USCIS/US embassy accept translations from any translator or there are specific guidelines?

Please advise.

All documents that are in a language other than English must be submitted with a translation. The person translating the document must certify that the translation is complete and accurate and that he/she is competent to translate from the foreign language into English.

They certify the translation but it does not mean they themselves are "certified". They need simply to indicate that they are competent. There is a sample of the certification language around here and I am sure someone will post the sample

YMMV

About translating documents you can have a friend or your fiance do it they just have to sign the translation at the bottom with a statement like:

I certify that I am competent to translate from [Language] to English and that the above [identify the document and to whom it pertains] is a correct and true translation to the best of my knowledge and belief.
