what process would it be better for me im 28 and married for me to be petitioned by my sister or my father for me to be a immigrant in the US im from the philippines

Are your sister and father both green card holders?

For you to be petitioned by either your sister or father, they have to be a "naturalized" citizen. Also, since you are over the age of 21 the wait time for you to be petitioned to the US is well in excess of over 10 years. To be honest, I don't remember hold long the wait is... Some time ago, my gal got me to look at how long it would take for her to petition her sister.

I know this info. doesn't help.

your father or sister (must be 21 years old and above) must be a US citizen for them to file a petition for you.

if your father will file a petition for you, you will be under the F3 category (Married Sons and Daughters of U.S. Citizens). waiting time for that category is 20 YEARS.

priority date current for F3 as of October 2012 Visa Bulletin is July 22, 1992.

if your sister will file a petition for you, you will be under the F4 category (Brothers and Sisters of Adult U.S. Citizens). waiting time for that category is 23 YEARS.

priority date current for F4 as of October 2012 Visa Bulletin is February 8, 1989.
