Letter of Intent to marry, different for USA citizen and foreign citizen?

The sample letter of intent to marry has this statement:

"I, (applicant’s or beneficiary’s name), do hereby state that I am legally able and willing to marry (petitioner’s or beneficiary’s name), and intend to do so within 90 days of my arrival into the US using the K-1 visa. "

Is this letter of intent the same for both parties, the one INSIDE USA, and the one OUTSIDE USA? I am already a US CITIZEN, why do I have to say this part "and intend to do so within 90 days of my arrival into the US using the K-1 visa."?

For US citizen :

"I, (applicant's name), do hereby state that I am legally able and willing to marry (beneficiary's name), and intend to do so within 90 days of her/his arrival into the US using the K-1 visa. "

For non-US citizen:

"I, (beneficiary's name), do hereby state that I am legally able and willing to marry (applicant's name ), and intend to do so within 90 days of my arrival into the US using the K-1 visa. "

What do you mean I attested to the same?

We only copied the intent letter and changed the names but missed to change into "his" arrival. hopefully It wont matter?

We really dont want any delays as there´s alot of plans backfiring if delayed
