I recently got a letter saying that the NVC has "advised me of the necessary steps to prepare for an appointment to file a formal application for an immigrant visa." It goes on to say that I have not contacted them in a year and so this letter is a notification that there is a visa number available but if I don't pursue the visa application a year from now, they will terminate the visa immigrant registration. After paying all my fees and sending everything they requested in, I'm not sure what to do. I never received anything "advising" me to take any steps at all. Has this happened to anyone or does anyone have any suggestions on what to do next? Does this necessarily mean I have to start all over again?

Better call NVC and find out. Everyone is notified that you have 1 year to pursue your application from the first time you are notified to submit papers.
