Timeline

Does anybody know if there is a US commisioned Notary at the USEM? I called and was told no. If not is there a US Notary in the Metro Manila area?

Yes you can, but by appointment only. http://manila.usembassy.gov/service/notary.html

It's expensive $50.00 for each document.

Timeline

Some of the larger law firms in Manila keep a U.S. Notary on staff. But they tend to use them for internal documents only. So unless you know someone at the firm it is likely you can't use them.

Power of attorney, my bank wouldn't allow power of attorney letter notarized by Philippine notary even though it was witnessed and signed. Had to be US certified notary. Needed power of attorney to sign wife's name on IRS refund check as the signature had to be witnessed before cashing/depositing.

Thank you guys! Looks like the notary services are free for US Government docs. I am glad you all responded. I would have taken the docs home with me, had them Notarised and prayed that they would get back to the Philippines in time for the CRBA and Passport Interview (I will not be present at the interview).
