All that means is that the voter list is not updated. It does not mean votes are getting counted for these people. If someone dies, there is no mechanism to get that person off of the list, but there is no evidence that any votes get counted later for those dead people. None.

What I find remarkable is the failure to recognize that anything that distorts the vote, either adding votes that are not legitimate or DENYING voters the right to vote that are eligible is equally FRAUD. The repubs scream about the former without evidence it actually occurs with any significant frequency but then unabashedly demand the latter to help elect their own candidates!
