We filed a I-130 to bring my wife's mother to the US. Her name changed twice, both approx 30 years ago or more. Included in our original application was a copy & english-translated copy of her marriage certificate showing that her name changed from [NAME1] to [NAME2]. Also included was a copy & english-translated copy of an official name change document showing evidence that her name changed from [NAME2] to [NAME3].

Today we received a I-797E requesting additional evidence. The text is below:

NAME DIFFERENCE: Submit documentary evidence to establish that [NAME1] and [NAME3] is the same person. The most persuasive evidence is photo identification in each name. If the last name is different due to a marriage, submit the marriage certificate. Note: Affidavits will not be considered primary evidence.

NAME CHANGE: Please submit a legible copy of the court order that legally changed [NAME1]'s name.

Since her name changed so long ago, she believes that she does not have a photo ID showing her [NAME1]. What other evidence can she show? Would an official government-issued letter suffice?

Thanks in advance for your help.

I got an RFE like this as well. I sent my a copy of my mom's passport which has her current name and her name NAME1 as an AKA.
