Due to a problem with the computers we were NEVER able to get the system to take our receipt number online. We could only call in online. The embassy could not figure it out either.

if you cannot get it to take the number within a day or two, then call in. (make sure you use the full passport number, often XX#######, etc.)

It is often easier to call the US Embassy in Manila from the USA than from Manila. If you try and call on a local land line, the connections are expensive and poor. Cell services in the Philippines for a phone call that can take 30 minutes can be nearly impossible. The US Embassy has a "local" USA number. ("Callers in the U.S should call (214) 571-1600, from 7:00 p.m. to 7:00 a.m. (Eastern Standard Time).")

And if you do call, be VERY polite. These people are often the recipient of all kinds of frustration. Accept that they can do no more to fix your problems than the cashier at Jollibee Bee could prepare you a steak and martini. If there is a problem there is not much they can do. They have very limited access to information and very limited options. But be nice to them and you will get more than you might otherwise.

Looks 24 hours will be more likely.

The receipt number is normally the passport number, there have been exceptions, just copy it exactly as its printed on the receipt... but wait until its be 24 hrs at least.
